This is the site of a major hydro-electric development and the place was named for the profusion of beech and other hardwood trees in the area. Bumfrow is believed to be a corruption of the French bois franc for 'hardwood.'

The post office opened in 1859 and was named for the first settler. In 1866 local residents included Daniel, Hiram, Moses, William and Moses Holmes, Jr.

William H. Kilburn settled here in 1845, but when the post office opened in 1885, the community was called Kilburn's Landing after the first postmaster, Benjamin Kilburn. Two years later the name was shortened to Kilburn.

The community was named for Charles Russell, 1 st baron Russell of Killowen (1832-1900), Lord Chief Justice of England. A post office operated here from 1900 to 1951.
